Why microphone permissions is set in Android version 4 but not in 8 with AIR SDK 29

Hi there, I used Animate CC 2018 to develop app for Android version 8 and the app is used microphone for getting activity level of the sound ,and it works with Android version 4 but not in 8 ,so How let AIR give the microphone permissions to Android 8.
