3D rotation tool is not precise. When I let go it rotates one way or they other more than 45 degrees

I'm trying to use the 3D rotation tool, but when I rotate a graphic and let go, all of sudden the graphic jerks one way or the other sometimes more than 45 degrees. There is no way to get the rotation how I want it to be. Is this a known bug? Is there a work around?
