Actions panel too high

Isn't there a way to make the Actions panel less high? Wouldn't mind that much if it weren't for the fact that when I switch back from Actions to Timeline, the Timeline panel stays just as high and pushes the Stage down as a result. I like to have the Actions panel next to the Timeline panel instead of having it overlap as a separate window. Moving the Actions panel to the sides makes me have to scroll through the other panels as the Actions panel is just as high there. I can make it higher, but not less high. It almost takes 40% of the total height of Animate.

    Looks like you're not happy with the minimum possible height of actions panel not being short enough. It has always been like that and docking Actions panel with Timeline may not be a good idea.

    all the adobe panels, including the actions panel, can be moved and resized by dragging from the top bar and edges, resp.

    I wonder if he has the Timeline and Actions panels merged into a single window, and is expecting the window to magically change height when he switches between them. I'd have to see a screenshot.
