Animate doesn't natively support responsive anything. Adobe is misusing the word "responsive" in the publish settings to describe stage scaling, a feature that's existed in Flash/Animate for years before the term in its current meaning even existed.

True responsive design is when a site's LAYOUT dynamically changes to adapt to the current screen resolution. This is something that would have to be coded from scratch.
