Adobe Animate 19 on Windows 10 OS issue

Hello,

I am trying to update to Animate CC 19 on my Windows 10 PC through creative cloud. I received the following error message regarding not meeting OS requirements. My OS updates are through IT and my computer status is up to date. It will also not allow me manually download and run the OS updates off of Microsoft's web site. Any workarounds on this aside from an OS update?
