adobe animate bug: error #2136 even though all code and resources are completely fine

There is an error with adobe animate. I am unable to publish when hitting a certain file size. when i do error #2136 is thrown. i have repeatedly tested all resources and code and have confirmed them to be free of errors. adobe please address because i am very unhappy that i paid for this program only to be hit with this crap
