Adobe Animate cc 2017 wont open

Hello i just purchased the year membership and i downloaded the application and it gives me the option to open it but it wont open,  and everytime i try to go into the program files and open it through the folders an error pops up and tells me im missing a certain "dll" and to reinstall it and it may fix the problem but nothings working can someone help please ?

    did you use the cc desktop app to install?

    if yes:

    uninstall animate cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

    restart your computer (don't skip this)

    use the desktop app to install your cc programs/trials

    if no, use the uninstaller in the apps directory to properly uninstall.

    then download and install the cc desktop app https://creative.adobe.com/products/creative-cloud and use it to install animate.

    Have you tried uninstalling it and reinstalling it?
