Adobe Animate CC 2020 - Can't use Fluid Brush

I can't access my fluid brush because it's greyed out. I tried searching for a solution but I can't seem to find one that fits my situation.

I believe I meet the requirements to enable it, but I guess I could be wrong. Anyone know a solution?

 

Using: Adobe Animate CC 2020 (v.20.0.3)

GPU: NVIDIA GeForce GTX 760

It is "DirectX 12 Compliant", however I'm not sure how to check if it's "with feature level 12_0 support."

I've already tried updating my Graphics Card and my OS, but I'm still having the same issue...

This article suggests that GTX 700 series is stuck at 11.3:

Weird. When I look up the specs it says DirectX 12.

I'm not the best with computers, but does that mean I need to upgrade to a new graphics card?

In my opinion, Fluid Brush is not something that can justify any effort or upgrade.
