Adobe Animate character animation file type

Hello!
I am trying to create an infographic that will be animated/interactive and ultimately will be used in HTML5 format. I am trying to animate people within this infographic using layer parenting like in this tutorial. In my Animate file after importing the Illustrator file to the stage, it says "parenting is not supported in this file type".
1. Which is the best file type to use for animating people/characters?
2. Is layer parenting the best tool to use?
3. Should I create in one file type and convert to HTML5 after creating the animation?
Secondly, when I use the "Asset Warp Tool" pin to animate, it changes the focus and blurs the image (see attached: arm is blurred). Is there a way to avoid it blurring the file?
