Adobe animate crashing and freezing while cpu/gpu/ram are all running far below 100 percent?

So after getting frustrated with the bone tool rig causing adobe to freeze up and lag I tried using the parenting feature and found that as soon as I tried to parent one layer to another it caused the program to immediately crash. I've checked my resourse values in task manager, and nothing is being pushed to 100 percent yet even when I'm opening a file it freezes for a good 10 seconds before it opens. What is causing this?
