Adobe Animate thinks that I'm scrolling upwards when my tablet pen hovers over the tablet?

I'm at my wits end at this point, because I have tried everything to get rid of this issue. I uninstalled and re-installed my tablet drivers, I uninstalled and re-installed Adobe Animate. I made sure my Windows was at the latest update, but nothing changed! It has to be something wrong with Adobe Animate itself because my tablet works just fine in Adobe Photoshop, no hover scrolling there! But when Adobe Animate is open, my tablet thinks that I'm scrolling when I am just hovering my pen over the tablet, even when it is outside of the application, the behaviour stops when I close Adobe Animate.

If anyone can help me resolve this problem I will appreciate it!

I don't think I can help without your telling me what graphics tablet you have. If you have another computer try using the same graphics tablet and adobe animate on another PC. This should be a temporary fix while I think of something else to help. Sorry I can't help more.
