Adobe animate will not stop lagging

I've been trying to draw 1 single frame for days now, as every action I try to take Lags, then Animate will stop responding then catch up etc. etc.

I've looked at previous forums and can't see a solution.

My drivers are up to date, and my PC fits well into the animate requirements:

GTX 1660-TI

32gigs of RAM

3rd gen ryzen CPU

I tried looking the app storage as suggested in another forum post back in 2017, but couldn't find it.

please help, this is exceptionally frustrating
