Adobe media encoder is not working

I use Adobe Animate, Adobe After Effects and Adobe Charchter Animator. All of them need Adobe Media Encoder to export animation. And media encoder is not exporting in my device. I tried to delete it and download it aging but it does not work.

I bought the Adobe Craitve Cloud with 940 S.R 

I hope you find way to fix this ASAP.
