Animate 2017/2018 crashes on startup, fault in ZXPSignLib-minimal.dll

Hi, I have been trying to get Animate 2017 or 2018 to run on a fleet of laptops at my school for 140+ students and I'm at my wit's end.

The laptops are all Dell Latitude 3189 running Windows 10 1703 through to 1809 and Animate 2017 and 2018 crash at startup.

I have tried uninstalling, reinstalling, updating graphics drivers, BIOS, complete OS reload with different versions of Windows 10 and nothing works.

Animate ALWAYS crashes after the splash screen loads, meaning no students in that year level can use it!

This is what is written to event logs:

Make sure when you uninstall all files are removed.
