how can i duplicate keframes in armature layer?

when I chose the keyframe and drag with ALT- It does not copy the motion of the layer.

ALT+Drag should work, unless you're on a Mac in which case is Cmd + Drag.

A single keyframe has no motion in it. If you want to copy a motion tween grab 2 keys or more.
