Animate CC 19.1 missing Home/Welcome screen on Mac

Question

A colleague recently installed Animate CC 19.1 on his Mac (probably running Mojave, but I'm not sure.) The home/welcome screen never appeared, and with the New option greyed out on the menu, he has to create a new file by choosing New Template from the menu and adjusting the resulting file to meet his needs. He's uninstalled and reinstalled and the problem persists.

We both looked for some way to bring back the screen from Preferences, but couldn't see anything. In fact, it looks as if you can no longer dismiss it in 19.1, so not having an option to bring it back makes sense. However, I can see that some CC 2019 apps do still have that option in Preferences, so this is all rather frustrating: https://forums.adobe.com/thread/2552845
