Animate interface drop down menus erratic

When I click File, the drop down menu appears, but when I mouse down, the drop down menu for Control appears. Same for Edit, When I click on View, the drop down menu for Debug appears. This same issue occured in a previous install on a different computer a couple of years ago but I dont remember the fix. I think i re-installed.
