Animate not including Global Include script files in OAM published output

Running Adobe Animate v. 20.0.1.  I have an FLA that has an external .js file defined in the Global Include actions.  When I test with Ctrl-Enter it runs correctly in a browser window.  But if I publish to OAM, that external .js file is not included in the .oam file (I checked by unzipping it), and Animate did not embed the code from the external .js file anywhere else.

Is this a known issue? Any workaround?

FYI the objective here is to use Animate to generate a series of FLAs which all can include one or more  js scripts from a file library. Each FLA will be published to an OAM which will be loaded into Captivate using Media, HTML Animation, and played by Cp as an iFrame.  Any tips on incorporating Animate HTML5 output into Captivate would be appreciated!

For an OAM file, ensure "Hosted Libraries" is not checked. If it is left checked, it will just assume you're keeping those linked JS scripts in the same folder as your export.
