Animate wont let me buy a license after my trail ended

My abode animate trial just ended and now the "buy now" button is grayed out and instead it says to contact my administrator.

I use my college account for adobe. After a call with IT, it seems that not only will they not pay for the license, but they also have no clue how to solve the issue.

Has this happened to anyone else? I just want to be able to pay for the license so i can finish a class.
