Adobe has been making changes to the parenting system lately. I don't think rigs made with the last few releases can be 100% compatible with older versions.

check to make sure it's not a known problem that was solved with current versions, by googles release notes of the involved versions

you can report bugs here, https://www.adobe.com/products/wishform.html

but because it's an issue with older versions, if it applies the all fla's with the same characteristics, i doubt adobe will be interested.
