Animating a cursor - motion tween

Hello.

I'm producing a HTML5 canvas. The creative includes a cursor which moves and stops, and moves again within a 30 second animation.

The cursor graphic is a symbol. I'm using a motion tween. But when the cursor stops for a few seconds, then moves again, the graphic still moves slightly. I've tried to control it with the X and Y locations, but it's not easy.

Anyone got any suggestions on how I can get a better result, please?
