Animating on top of Video, Trouble exporting/putting it in premiere pro

Hello,
So, In Adobe Animate, I made a animation ontop of a video i had, and when i try to export it, it gives me the "This movie uses features that are not supported in the Flash Player 32 player
Scene=Scene 1, layer=Video, frame=1:WARNING: H.264 video will not be published."
And so becuase of that, Ive tried to export just the animation, making the background trnsparent, and then syncing it up with the video in premiere pro. However, when i attempt to sync up the animation with the video, it seems out of sync. The animation seems slower than the original video. And if I were to check back on adobe animate, its synced there.
In the screenshot, The top clip is the animation. And iots longer than the original video that im trying to sync it with. Its like it was slowed
So im pretty confused. Any help is appreciated!
