Applying filter to multiple layers

Hello,
I'm wondering if this is possible. I want to apply a blur filter to multiple layers.

I have put the layers into a folder but I can change anything unless I do it layer per layer.
Do I need to go to After Effects for this?

    Nest the layers in a symbol instead of grouping them in a folder.

    Select the layers, right-click and choose convert layers to symbol, then apply the blur filter.
