Arms not working

In my symbol that I have named Body container that would be where I would work on the arm movements but their would be a problem. When finishing the arm movements and going back to my Scene. Which body container in inside scene as a symbol when I would test out thew animation it would not make the arm movements only the movements that is in Scene Can anyone help because this is very frustrating
