I want to create animated banner ads, websites and characters for the web. I last used Flash over 10 years ago and have not done anything since.

1. Is Animate essentially Flash rebranded?

2. Does Animate export into a universally accepted file format for all browsers? What is the most universally accepted format to ensure what you create displays properly across desktops and mobile devices?

3. Does Animate use the same Actionscripting that was used in Flash?
