Beginning Pen Stroke Delay - Fixed for Photoshop not applicable for Animate

Hey, so this is a well known bug. When I try to draw there is a short delay at the beginning, like a hiccup. So I cant draw a circle without the first part being a straight line.

Things I already did:

-Disabled Windows Ink

-Disabled all the flicks and other options I dont need

-Reinstalled drivers, tried both new and old ones

For photoshop there is a fix where you can Create e PSUserConfig.txt with

"# Use WinTab

UseSystemStylus 0"

in it, but it doesnt work for Animate since it doesnt have the folder where you're supposed to put it. In PS it is user/name/appdata/roaming/etc

Animate CC just like flash apparently, according to what I found online, doesnt have that, so can someone tell me how can I fix this, is there a work around, and if so, where?
