Bitmap preview compression is broken and affects certain exports

Problem:
Pristine png bitmap assets have terrible simulated jpeg artifacting applied when previewed in the work area, regardless of Publish/compression settings. These simulated 'preview artifacts' are then also encoded to assets that are exported (not published) like animated gifs.

Anyone else experienced this or found a solution?
