Bounds for Pan and Zoom Event (Multitouch) in Adobe Animate

Hello there, I'm on working at Android app that has a map with size same like the canvas (AIR for Mobile), 800x480, and I'm adding Pan and Zoom events from Code Snippets in order to make the Map zoom-able and something like similar to other Android apps that have zoom-able Map. 
The problem is, When I tried to zoom and pan effect, the result is the Map is out of bounds and show the edge. so, I need some code that can fix the Zoom and Pan problem
Any suggestion??
