Brush cursor doesn't match size

For some reason my brush cursor doesn't match the size of my brush. It always looks like this no matter what the size is:

Kind of annoying because I can't tell what the brush size is until I start drawing. I tried toggling the Caps Lock, but doesn't change anything.

I'm on Windows 10 and checked 'Ease of Access' settings, but didn't see anything there that looked helpful. Am I missing a setting somewhere?

This has always been the case in flash, you aren't missing anything, that's just how it is.
