Ok, so with Animate, I keep on trying to draw with the brush tool, but it doesn't work. I find out afterward that it IS drawing but in white. I found this out by drawing out of the frame. So I'm asking why. I try to change the color of the brush but that doesn't work. I'm using Windows 10 and a Huion H640P.
Which version of Animate are you on? Have you updated all drivers on your device? Visit the website for your device and ensure that all your drivers are up to date.

I haven't heard of any other user here that has used Huion H640 P for creating animations with Adobe Animate. Also, I am pretty sure that Animate has not been tested on this device. However, I hope that if there are other users that have tried Animate on this device, they will add to this conversation.
