Button hover state won't work with clicktag

I've created a big box banner ad that has a "learn more" button. The button's hover state is a different colour.

This all works perfectly UNTIL I add a clicktag in the HTML document after publishing. The hover state is not recognized and the button doesn't change colour. How do I fix this?
