Can a command either be run on start Animate or attach command to toolbar?

We are having a problem with our servers and saving from Animate.  Sometimes the files just "disappear" after saving.  So, I have created a command that when run, attaches an event to saving that also saves a backup locally.  Can I have this command either:

a) run automatically when Animate is started

OR at least

b) attach the command to a tool
