Can no longer use the actions panel after the tween

So, I was testing out a project in Flash Professional CC, and something weird happened. For the first frame, I have button to play the next frame. I plan on having multiple buttons. For example, button one plays frames 3-6, then goes back to 1, and button two plays 7-10, then goes back to one. Well, it's all good til I do a tween between 3-6. Then, suddenly, I can no longer use the actions panel after the tween. I click on the layer, but it tells to me to select the layer. Why? How do I get around it?

    you should have a separate layer for your actionscript.  by convention, name the layer a.s. or actionscript.  that layer will not contain anything but your actionscript, therefore will never be part of a tween and therefore can always be used to add actionscript to any keyframe.

    you should have a separate layer for your actionscript.  by convention, name the layer a.s. or actionscript.  that layer will not contain anything but your actionscript, therefore will never be part of a tween and therefore can always be used to add actionscript to any keyframe.
