can't create project in adobe animate?!

no matter what I do every time i open adobe animate the create options (and/or new project) will not appear, the spaces in which they appear are there but the options themselves will not load. I've tried restarting the computer, I've tried re-loading the creative cloud but it doesn't seem to work. I don't think it has anything to do with the creative cloud or the proxy network thingy (read a bunch of forums telling me to set up a proxy server amd etc...) I can use animate but it'll only allow me to use the edit, file and other options you can find at the very top of the screen but either than that it's basically useless. so someone please help, I'm in the middle of com tech and have little to no time to fix this, teacher suggested i restart the computer and now I'm here.
