Can't fill in background?

I want the background of my project to be a solid color, but no matter what I try it won't will in with the bucket tool. I have it selected in the color that I want but when I press on the background nothing happens. How can I fix this?

Inspiring

You could put a rectangle bigger than the stage behind everything, and set its color to what you want. Or you can change the stage color, and not have to fill in the area yourself.
