Can't I color layer 6 in layer 3 painting?

I want to work on the color layer separately, but the paint bottle recognizes the layer separately, so it doesn't fill up.
Is it possible to do Photoshop but not Animate?

    you can import graphics created in photoshop into animate;  file>import

     

    generally, you'll want to create a movieclilp and import onto that movieclip timeline.
