Can't pan the stage canvas to the left when zooming out

Hello

Let’s say you create a new file and then press the Zoom Out hotkey once. Then, when you try moving / panning the stage canvas (using Space key) to the left side, you can’t do it. There is a limit on how far this rectangle will go. 

Now, if you zoom out one more time and try panning around, it’s almost impossible. The stage canvas rectangle is mostly stuck in the middle of the screen.

But if you zoom out all the way and draw something at the bottom right of the screen (not within the stage rectangle but the area outside of it), and then you zoom in again, then you can pan / move around your stage canvas rectangle anywhere without any constraints. 

Shouldn’t the software allow you to move your stage canvas rectangle anywhere without having symbols or shapes at the bottom right, per default?

I’m not sure if it’s a bug or a design limitation, but it sure becomes annoying sometimes, when trying to pan around, but you can’t.
