Cannot open the the correct menu

When I click in the menu bar to open the corresponding menu, it appears briefly, but when I move the mouse, the menu which is 3 or 4 menu items further to the right opens.

Example:

I click on "File". The file menu opens. I move the mouse downwards and the menu disappears. Instead, the "Modify" menu opens.

Or if I want to open "Insert", the "Control" menu opens.

Has anyone had this before and can tell me how to get that corrected?

Sounds like an issue with screen coordinates.

If you have multiple displays with different display scaling or a single display with scaling other than 100% try to reset everything to 100% and try again after restarting.
