Cannot Pay or update to pay. Please Help!

I keep getting this error. I recently payed for Adobe Premiere Pro hoping it would update and pay but it doesn't seem like it worked. Though I had payed for it? I am not sure I tried everything I could do. Can anyone help? 

I also cannot seem to buy Animate again because I wanted to switch to monthly plan. It says I already have it for annual plam, monthly plan.

check if your credit card has expired and check your account to verify your subscription is what you expect and to verify your adobe id, https://accounts.adobe.com
