Cannot run Animate Setup

I try to open Animate Setup, but whenever i click (or right click and click "open") nothing happens. i am on Windows 10 and use a Surface Pro.

Maybe try uninstalling animate cc and reinstall it. Then restart your computer.

install the cc desktop app from here https://creative.adobe.com/products/creative-cloud and use it to install your adobe subscription and trial programs.

I install it, it tells me to wait for the app to open. my PC sleeps before it can open.
