Cant create New Document ( screen is cut off making it useless)

When i click on create new and new document screen comes up it does not it does not show full disply instead its cut off and it doesnt even give me the option to scroll to the side to view the rest of the disply. Im using a windows 10

click start>settings>system>display and set to 100%

i tried this but it only makes it smaller with the rest its not fixing the problem

use your arrow keys to see if that scrolls the panel. if that fails, click the panel, then use your arrow keys.

click contact us (in the lower right)
in the chat field, type AGENT
be patient, it can take quite a while to reach a human
