Cant select from menu list for Window button. Switches to Insert menu

When I click on the Window button in Animate, it shows the drop down menu, but if I move down to the drop down menu it switches to the Insert menu and shows the Insert button depressed and the drop down in the proper place. Clicking Debug and trying to select a menu item switches to the File menu.
