you can't import a fla, but you can open it (unless it's corrupt like your message indicates). in that situation you can try to repair it by:
1. rename to a rar
2. open winrar
3. repair the renamed rar
4. rename the repaired rar to a fla
5. retry opening the repaired fla
that succeeds about 10% of the time (in my experience), so i circumvent the issue by saving my fla files with increasing version numbers appended to the fla name (eg, project1_v000.fla, project1_v001.fla etc) and retesting to make sure i can open the latest saved fla.
for the 90% failures, you can usually extract some assets by unraring the renamed fla..
p.s. if the issue were related to the fla being protected, you would be prompted for the fla password when opening.
