Crackling when exporting audio as raw

When exporting to a video with audio export set to raw, the resulting video's audio is crackling. If I change it to mp3, it's fine. Any reason that should be happening?

Resample to 48 and try again

When I import 48KHz wavs into Animate, it's apparently misinterpreting them as 44.1KHz. They also have the same issues I get in the output, but in the editing stage as well.

EDIT: Nevermind that bit, I see that Animate automatically resamples wavs when not at multiples of 11KHz.

I still have not been able to get the audio to export as high quality. I've given up on Animate as a viable option for animation. In addition to my audio issue, the layer depth features do not work properly when exported to video, the camera tint feature is completely unreliable (altering some objects more than others, and continuing to be applied even after I removed the tint), and I've encountered countless other bugs I've been trying to work around to no avail.

Honestly, I'm surprised at how buggy the software is. I'm glad that it seems it's working okay for others, but it's been nothing but a waste of time and money (not to mention a major headache) for me.

Is the audio in WAV format at 48Hz?

    At least 24 bit depth?

    No, it's 44.1KHz and 16 bit.
