Create a bunch of FLA

Hi, I work in an animation studio.

We need to create hundreds of fla files with the same structure,  but different content, for example, shot1.fla will have an audio track called audio1.wav and a sequence of jpg as animatic from folder shot1...so shot2.fla will have the same structure but the audio file will be audio2.wav and a sequence of jpg as animatic from folder shot2...and so on until shot 200

if I do a template and just drag the element inside it take a lot of time.

Does anyone know a system (maybe with FLEX or ADOBE FLASH BUILDER or other resources) that allow me to create that fla automatically putting inside the right audio and animatic according to the shot number?
