creating character assets

Hi! I am new to Adobe Animate, and am wondering if it is possible to create animated character assets such as the ones that are included in animate? (character assets that are one keyframe but include motion).

yes. You can build graphic symbols and have them loaded in your library and drag them out onto the stage and use  frame picker to use which asset you want. People build whole character rigs this way.
