Creating SWF with clicktag

I have a client asking for an SWF with Click-tag embedded and I can't figure out how to create it in Animate CC. I've produced a looping animated GIF that's ready to import, and a long time ago I would have put it into flash but appears this is no longer an option. Is there a way to create this in Animate CC? Is a SWF with click-tag a redundant file type now? any help would be much appreciated! Thanks in advance.
