Curser Infinite Loading Loop

In this video demonstration, you can see I am having great difficulty using the software due to a bizarre bug.

It is as if the program is on a constant loading loop, bumping my curser out of the interactive context menus,

thus preventing me from meaningfully interracting with most User Interface elements.

How on Earth do I solve this problem?

My Computer Specs:
Windows 10

Intel i7-11700k

Nvidia RTX-3060

32gb RAM

1tb Samsung 860 EVO Sata III SSD

The footage I uploaded is from a reinstallation where I had uninstalled the preferences as well.

I also uninstalled Creative Cloud and reinstalled it.

I have tried "Repairing" it, but that also has not worked.

I have tried resetting the Creative Cloud app, but that has not worked.

Is there anything I am missing? Perhaps it's a problem with the version?
