DAMAGED Adobe media encoder export error for adobe animate

Every time I try to export a project in adobe animate I get an error saying that adobe media encoder is damaged or isnt installed even though i've re-installed it three different times. I wish i could get some help on this i'd appreciate it

    create a new fla add some content  and save it

    export a video
