Do I need an extension to use the bone tool in Animate?

The bone tool is built in.

If you don't have the 3 dots, you may be running a version older than Animate 2020 as this is when the 'dots' were introduced. If you have AA 20 or 21, look for the dots at the bottom of the toolbar. 

You may also want to switch to 'expert' preferences.

To use the bone tool, however, you will need a patience implant and lots of sanity booster pills, as it is for all practical purposes unusable and will drive you mad.
